If you lead HR strategy, shape policy, or run an HR function, the SHRM Senior Certified Professional (SHRM-SCP)® helps you prove you can do it at a senior level. The exam can feel intimidating because it tests judgment as much as knowledge, and many questions have more than one answer that sounds reasonable. The good news is that SHRM publishes exactly what the exam covers, and a study plan built on that blueprint gives you a clear path to passing on your first try.
In this guide, we’ll walk you through the exam format, the 2026 SHRM Body of Applied Skills and Knowledge (BASK)® that the exam is built on, how the content is weighted, the official resources worth your time, and the questions candidates ask most.
What Is the SHRM-SCP Exam?
The SHRM-SCP is the senior-level certification from the Society for Human Resource Management (SHRM). It’s designed for HR professionals whose work is strategic: developing HR policies, overseeing integrated HR operations, directing an HR function, or aligning HR strategy with organizational goals. Its companion credential, the SHRM Certified Professional (SHRM-CP)®, targets professionals in operational roles.
Both exams are built on the same framework, the SHRM BASK. What separates them is level. SHRM-SCP questions expect you to think like a senior leader: weighing enterprise risk, aligning HR with business strategy, and choosing the response that works best for the whole organization, not only for one department or one employee.
What Is the SHRM-SCP Exam Format?
Here is the exam at a glance, based on the SHRM Certification Handbook (revised January 2026) and SHRM’s Exam Details and Fees page.
- Questions: 134 multiple-choice questions: 80 stand-alone knowledge items and 54 situational judgment items.
- Scored vs. unscored: 24 of the 134 are unscored field-test items. They’re mixed in and look like every other question, so treat each one as if it counts.
- Time: 3 hours and 40 minutes of testing time, split into two separately timed sections of up to 110 minutes each. You can’t return to a section after you leave it. Plan on about four hours at the test center in total.
- Delivery: Computer-based, in person at an authorized Prometric testing center.
- Scoring: Scaled scores range from 120 to 200, and every passing candidate receives a 200. SHRM sets the passing standard with the Modified Angoff method, so you’re measured against a standard, not against other test takers.
- Results: You get a preliminary pass-or-did-not-pass decision at the testing center. Official results appear in your SHRM portal about two to three weeks later.
At 220 minutes for 134 questions, you have about 98 seconds per question. Situational judgment scenarios take longer to read, so bank time on the quicker knowledge items.
Knowledge Items vs. Situational Judgment Items
The handbook splits the exam into three item types:
- HR-specific knowledge (50%): Stand-alone questions on the 14 HR functional areas, such as Total Rewards or U.S. Employment Law & Regulations.
- Foundational knowledge (10%): Stand-alone questions on the behavioral competencies, such as change models or communication techniques.
- Situational judgment (40%): Realistic workplace scenarios, each followed by two or three questions. Each option may be reasonable, but only the most effective one earns credit, as decided by a panel of experienced SHRM-certified professionals.
The key to situational judgment items is to answer according to SHRM’s view of HR best practice, not according to how your own employer would handle it.
What Is on the SHRM-SCP Exam? The 2026 SHRM BASK
The SHRM-SCP is based on the 2026 SHRM BASK, which took effect with the testing window that began May 1, 2026. Half the exam measures eight behavioral competencies, grouped into three clusters. The other half measures HR Expertise, a single technical competency organized into three knowledge domains and 14 functional areas.
Here are the weights from the 2026 handbook:
- Leadership cluster: 19%
- Business cluster: 17.5%
- Interpersonal cluster: 13.5%
- People knowledge domain: 19%
- Organization knowledge domain: 18%
- Workplace knowledge domain: 13%
What Changed in the 2026 BASK?
The biggest structural change is Inclusive Mindset, a new competency in the Leadership cluster that combines the former Inclusion & Diversity and Global Mindset competencies. That’s why the BASK now has eight behavioral competencies instead of nine. SHRM also added content and examples on artificial intelligence (AI) throughout, including in areas such as Talent Acquisition, Learning & Development, and Technology Management.
The weights shifted too. Compared with the 2025 handbook, Leadership, Business, and People increased, while Interpersonal and Workplace decreased.
Leadership Cluster (19%)
This cluster covers how you lead HR initiatives and set an ethical, inclusive tone for the organization. It includes three competencies:
- Leadership & Navigation: Navigating the organization, setting an HR vision, managing HR initiatives, and influence. Key concepts include leadership and motivation theories and project management.
- Ethical Practice: Personal and professional integrity and acting as an ethical agent, including privacy and internal ethics controls.
- Inclusive Mindset: Connecting inclusion and diversity to organizational performance, building an inclusive culture, ensuring impartiality and fairness, and operating in a global environment.
What questions look like: A senior leader asks you to quietly adjust a report to hide a compliance problem. The best answer protects the organization’s integrity and escalates through the proper channel, even when it’s uncomfortable.
Business Cluster (17.5%)
This cluster tests whether you understand how the business runs and can use that knowledge to shape HR solutions. Its competencies are Business Acumen (business and competitive awareness, business analysis, strategic alignment), Consultation (evaluating business challenges, designing and advising on HR solutions, change management, service excellence), and Analytical Aptitude (data advocacy, data gathering, data analysis, evidence-based decision-making).
Study tip: Be comfortable with business cases, return on investment (ROI), the balanced scorecard, PESTLE and SWOT analysis, and change models like Kotter’s eight steps.
Interpersonal Cluster (13.5%)
This cluster covers how you work with and through people. Relationship Management includes networking, relationship building, teamwork, negotiation, and conflict management. Communication includes delivering messages, exchanging organizational information, and listening.
People Knowledge Domain (19%)
People covers the core talent life cycle and HR’s strategic direction.
- HR Strategy: Strategic planning frameworks, systems thinking, and project management.
- Talent Acquisition: Employer brand, job analysis, sourcing, selection, and onboarding.
- Employee Engagement & Retention: Culture, engagement measurement, retention, performance management, and recognition.
- Learning & Development: Needs analysis, program design, adult learning, career development, and leadership development.
- Total Rewards: Compensation philosophy, pay plans, leave, retirement benefits, and pay practices such as pay compression and pay equity.
Organization Knowledge Domain (18%)
Organization covers how the HR function and the broader organization are built and run. Its functional areas are Structure of the HR Function, Organizational Effectiveness & Development, Workforce Management, Employee & Labor Relations, and Technology Management.
Expect topics such as HR service models, organizational design, workforce and succession planning, employee relations and collective bargaining, and HR technology and data.
Workplace Knowledge Domain (13%)
Workplace covers the environment HR operates in. Its functional areas are Managing a Global Workforce, Risk Management, Corporate Social Responsibility, and U.S. Employment Law & Regulations.
Expect questions on enterprise risk, workplace safety and security, sustainability and community engagement, global assignments, and major federal employment laws.
Study tip: Know the purpose and coverage of key U.S. laws, then practice applying them to scenarios rather than memorizing details in isolation.
How Should You Use the Blueprint to Build a Study Plan?
Leadership and People together make up 38% of the exam, so give them steady attention. But remember that the behavioral clusters show up mostly through situational judgment items, which reward practice more than reading.
- Read the BASK first: Focus on the proficiency indicators “for advanced HR professionals,” since those describe the senior-level behavior the SHRM-SCP measures.
- Take a mixed baseline: Answer a set of questions across all six areas before you start reviewing.
- Map every miss: Tag each wrong answer to a cluster or domain and note whether it was a knowledge gap or a judgment call.
- Weight your time: Put most of your hours on weak spots in the heaviest areas, but keep every area in rotation.

Frequently Asked Questions About the SHRM-SCP Exam
What is the passing score for the SHRM-SCP?
Scores range from 120 to 200, and everyone who passes receives a 200. The scaled score isn’t a percentage, so there’s no fixed number of questions you need to get right.
When can I take the exam?
SHRM offers two testing windows each year. The current window runs December 1, 2026, through February 15, 2027, with standard applications accepted through December 24, 2026. Check the Exam Details and Fees page for future windows.
How much does the SHRM-SCP cost?
SHRM lists the early-bird fee at $350 for members and $450 for nonmembers, and the standard fee at $399 for members and $499 for nonmembers. Both include a $50 nonrefundable application fee. Military and student rates are also available.
What happens if I don’t pass the SHRM-SCP exam?
You can test again in a future window, but not in the same one. You reapply as a new candidate and pay the full exam fee. SHRM doesn’t limit the number of attempts.
Did the SHRM-SCP exam change in 2026?
The content did. Exams starting with the May 1, 2026 window are built on the 2026 BASK, which adds Inclusive Mindset, expands AI content, and updates the weights. The format of 134 questions in 3 hours and 40 minutes stayed the same.
